Modern society already knows how to keep people alive at a basic level. It knows how to provide shelter, food, sanitation, security, routine, medical care, and work. The military can do it. Assisted living facilities can do it. Camps, ships, monasteries, disaster-response systems, and even prisons prove that human beings know how to organize basic survival when they decide to.
So why does a wealthy society still tolerate sidewalks, parks, libraries, emergency rooms, jail cycles, and illegal encampments as the bottom layer of life?
The Civilizational Floor argues that the problem is not ability. The problem is friction: zoning, bureaucracy, politics, liability, medical billing, nonprofit complexity, neighborhood resistance, and systems that protect their own power.
This book makes a practical case for a lawful basic floor beneath the market and above the street. Not luxury. Not equality. Not punishment. Not a prison camp. A floor.
The civilizational floor could begin with military-strength tents, sanitation, security, food access, assigned spaces, and basic rules. From there, residents could move toward travel trailers, tiny homes, modest work, contribution, assisted care, treatment, court diversion, or exit into ordinary life.
The argument is blunt: cheap shelter should be legal, public space should remain public, and different people need different kinds of help. The able-bodied poor, elderly, addicted, mentally ill, disabled, low-level criminal, and violent are not one group and should not be treated as one group.
A humane society should not allow anyone to fall below basic survival. But society also should not be forced to absorb permanent public disorder.
A floor is cheaper and more humane than chaos.
