Arthur transformed his father's secret system into a vast business that tracked, held, and sold vulnerable people. After Arthur attempts to destroy the original ledger, burn the Bellweather, and murder Owen-the only surviving eyewitness who saw him enter Mara's apartment-Trent stops him. Nora preserves Mara's evidence, and DNA, video footage, financial records, and witness testimony prove that Arthur murdered Mara while Warren and Captain Venn helped conceal the crime. Arthur is convicted, the surviving witnesses remain protected, and Apartment Nine is finally restored to the official city record as a crime scene. Nora accepts that Mara gave her life while Evelyn gave her a life, and she refuses to let either mother's love erase the other.
