As a new President takes the reins in Washington DC, added emphasis is placed on eradicating the grip the cartels from Central and South America have on the illicit drug, sex trafficking, and other violent crimes plaguing the streets of America. The task includes interdiction of the drugs on the open seas, and ground operations within the countries, specifically Venezuela and Mexico, where the cartels are virtually controlling the countries.
Seemingly a virtual impossible task with the thousands of illegals with ties to both the cartels and the street gangs that form part of the chain of distribution, Black Water is called on to provide assistance on the ground. Dark Water is tasked with decapitating the heads of the cartels in their country of origin, while Muddy Water is tasked with stopping the drug and child sex trafficking at the street level within the various cities of the United States.
In coordination with the FBI, CIA, ICE, the Border Patrol, and local law enforcement, the men and women of Muddy Water are dispatched across the country. Unfortunately, the cartels have penetrated someone in one of the law enforcement groups and is feeding the cartels with information that places not only the active Black Water personnel in jeopardy, but their family members as well.
In a race against time, numerous family members of the active agents must be protected while finding a solution to the obvious internal leak. Not hampered by the normal constraints of governmental agencies, Jim Lashley finds a more direct approach to getting the information from a captured cartel member, and that approach puts a bounty on his head by the leader of that cartel. The effort to not only find him, but members of his family who can be used to lure him in, intensifies.
