In the twenty-second century, a portion of humanity has become amphibious and lives rejected from the continents on the seas of the globe. While searching the Pacific Ocean for habitable islands, a couple of Aquas, Finn and Shelly, find a little girl on an islet; they rescue her and call her Crest. She gives off a strange impression, she doesn't seem quite human. The coasts of the continents are patrolled by the Coast Guard, which has become a formidable navy, some of whose members suspect Crest's existence and try to find her. To protect Crest, Finn and Shelly flee, which leads them to crisscross the Pacific Ocean from the coast of North America to the Phoenix Islands and Fiji. They encounter an alien race, whose ship is waiting in orbit for first contact to be established so they can settle on Earth. These beings are quickly confronted by the Coast Guard.
