Hattfield was a quiet coastal city known only for its' wood chip mill. It also had a thriving arts community, the focus of which was a locally ran companny 'The Project.' A car company bought the wood chip site and turned into a manufacturing plant. A new real estate business then moved into the city and began buying up local businesses. This was soon followed by the introduction of a cruise ship making regular stops in Hattfield. Initially the city seemed to be thriving. Twelve months later, employment at the car manufacturing plant dropped off but it still 'appeared' to be doing well. There then began a petty crime spree and the local court was seeing a noticeable increase in heroin related offences. Inspector Karl Quentin was quick to join the dots but try as he may him and his team could come up with no concrete evidence. he needed to get someone on the inside of the car manufacturer, which was his prime suspect. That person came in the form of local lawyer Ian Hanlon who was the partner of an owner of 'The Project.' It was a risky and lengthy operation and Hanlon was sworn to secrecy. There was no guarantee with Quentins' plan and it uncovered much more than he expected and did so in the most unpredictable way.
