A note on the timestamp that recurs throughout this record: 14:23:00 is the exact moment - to the second - at which Dr. Yara Osman's dive camera recorded the stillness that preceded her death. It is also the time at which the Bureau's founding memo was signed, a coincidence that the Bureau's lead analyst spent three weeks trying to verify as meaningful before concluding it was not.
