At Whispering Pines, Alex learns about the frightening legend of the Phantom Keeper, mysterious disappearances, and the disturbing history of Cabin 13. Soon, Alex and his friends Marcus and Garrett begin seeing fog, masked figures, and other signs that the legend might actually be true.
When campers start disappearing, the three friends investigate. They discover secret records, a mysterious book called The Three Phantoms, and a map revealing underground tunnels beneath the camp. Even more shocking, Garrett reveals that his older brother, Ethan, disappeared from the same camp six years earlier.
Eventually, they discover Ethan alive-and learn the horrifying truth: the Phantom Keeper isn't really a ghost. Camp staff created the legend and have been using masks, fear, and secret tunnels to hide what is really happening at Whispering Pines.
Alex and his friends gather evidence and expose the operation. The police arrive, the missing campers are rescued, and the headmaster and several staff members are arrested.
When Alex finally returns home, he faces the thing he had been avoiding from the beginning-his C+ report card. Instead of being angry, his parents tell him they're proud of the courage he showed and the people he helped. Alex realizes that his character and growth matter more than one grade.
