On 26 August 2026 nearly every American attorney general signed a consent judgment with Meta. The coverage led with the number. The number is the least interesting thing in the document.

Buried in the terms is a clause that pays the states less if Snap, TikTok, and YouTube decline to follow. Under Section VI.D.3 a state that misses its trigger forfeits its share permanently, and the company keeps it. Read that clause honestly and it is a signed admission: the parties expect adolescent minutes to move rather than disappear. The remedy was then written as if none of that were the case.
