On 26 August 2026 nearly every American attorney general signed a consent judgment with Meta. The coverage led with the number. The number is the least interesting thing in the document.
Buried in the terms is a clause that pays the states less if Snap, TikTok, and YouTube decline to follow. Under Section VI.D.3 a state that misses its trigger forfeits its share permanently, and the company keeps it. Read that clause honestly and it is a signed admission: the parties expect adolescent minutes to move rather than disappear. The remedy was then written as if none of that were the case.
The Vacuum and the Feed argues that the settlement is not a special case. It is an ordinary error executed at the scale of fifty-one offices and a decade of money. An appetite is observed inside a medium. The medium is then treated as the origin of the appetite. The intervention is applied to the medium. The place that used to hold the appetite is left as an earmark.
Adolescents did not recently acquire a hunger for status, comparison, and being seen. Those are the ordinary instruments of becoming a person among other persons. What changed is that the hours which used to hold them, the walk home, the counter that did not ask what you were working on, the interval after the bell and before a door opened, were emptied before the phone arrived. Ray Oldenburg described that vacuum in 1989, with no device in sight. Nothing was funded to replace what it took.
This is not an argument for leaving the products alone. A company that maps a vulnerability and builds for it is not rescued by a chapter about third places. In tort you take your victim as you find them, and ancient is not an excuse. The book names both errors and refuses both: the panic that says the feed invented the hunger, and the excuse that says the hunger invented the feed.
What it offers instead is one distinction held under pressure, and a test that is already running. The caps roll out on a schedule under an independent auditor while the companies that have not signed keep operating. Within three years the cross-platform time series will show whether adolescent time on feed fell or simply moved. If it falls, the argument here is overweight, and Chapter Twelve says so in advance. If it moves, fifty-one offices bought a channel and left the pressure behind it untouched. Publish the series, disaggregated, on a fixed schedule. Or concede that nobody intends to find out.

Constraining a channel is not the same operation as restoring a place.
