Dr O.P. Agarwal is a retired IAS officer of the 1979 batch who has spent over 30 years working closely with the urban transport sector. He was Joint Secretary responsible for Urban Transport in the Ministry of Urban Development and Secretary (Transport) in Assam. He was the principal author of the National Urban Transport Policy for the country, which was adopted in 2006 and has remained the key document guiding urban transport investments since then. He has worked with the World Bank for six years as its global Urban Transport Adviser in Washington DC. More recently, he was the CEO of the World Resources Institute between 2017-2022. He is currently a Distinguished Fellow at the Niti Aayog. He is Professor of Practice and Director, Centre for Urban Transitions at the Indian School of Public Policy. He also teaches at Indian School of Business and at IIT Roorkee.

He has a PhD in Transport Economics from the Indian Institute of Technology, Delhi, a Master's degrees in Transportation from the Massachusetts Institute of Technology, USA and a bachelor's degree in electrical engineering, from IIT Madras.
