The purpose of project management is to meet challenges by organizing and planning all activities to ensure that project objectives (quality, costs, deadlines) are met, monitored, changes and risks anticipated, decisions made and communicated. Before the decentralization process, projects were designed and managed at central level by the State, or even designed externally by technical and financial partners, and then implemented at local level in an imposed manner, very often not adapted to priority local needs.
