While pursuing his course, Joshua gains information from friends and his own network of spies, including a pair of local beauties, and discovers the governor is not the honest upright citizen he claims to be for one in such a position of trust. Interspersed with adventures and close calls with English, Dutch and Spanish pirates as well as the navy, Joshua does what he can to bring the governor to justice.
