This is a republication of the Speech of Mr. P.P. Barbour, of Virginia, delivered in the House of Representatives on February 10, 1820. The speech addresses Taylor's Amendment to the bill authorizing the people of Missouri to form a constitution prohibiting slavery. Philip Pendleton Barbour (1783-1843) was a prominent Virginia politician and jurist.
