Qué tiene que pasarle a un paÃs para que lo impensable deje de sonar a traición y empiece a sonar a rescate?
Venezuela no llegó a la pregunta del Estado 51 por moda, por capricho ni por fascinación superficial con Estados Unidos. Llegó porque durante décadas el Estado venezolano dejó de proteger lo básico: la moneda, el salario, la propiedad, la justicia, la seguridad, la educación, la salud y la posibilidad de planificar una vida normal.
Estado 51 es un ensayo polÃtico, geopolÃtico e institucional que se atreve a formular una pregunta prohibida: si la soberanÃa formal no protege a la gente, qué arquitectura podrÃa devolverle a Venezuela orden, ley, seguridad, prosperidad y futuro?
Este libro no dice que Venezuela deba convertirse mañana en el Estado 51 de Estados Unidos. No vende una anexión fácil. No promete milagros. Hace algo más incómodo y más serio: compara tres caminos posibles para el futuro venezolano.
El primero: una Venezuela libre y democrática, reconstruida con instituciones fuertes, disciplina monetaria, justicia transicional, seguridad, fondo soberano y reglas capaces de impedir que el viejo sistema vuelva a capturar el paÃs.
El segundo: una territorialidad o asociación tutelada con Estados Unidos, útil quizá como puente de reconstrucción, pero peligrosa si termina convertida en limbo: orden sin igualdad, inversión sin ciudadanÃa plena y estabilidad sin destino final.
El tercero: el Estado 51, no como rendición, sino como arquitectura de máxima irreversibilidad: ciudadanÃa, representación federal, protección institucional y una negociación donde Venezuela no llegue como súplica, sino como activo estratégico.
Puerto Rico ocupa un lugar central en esta obra porque enseña la advertencia más dura: estar cerca de Estados Unidos no garantiza igualdad. Si Puerto Rico, con ciudadanÃa estadounidense y votos repetidos a favor de la estadidad, todavÃa no ha logrado convertirse en estado, Venezuela no puede pensar esta ruta con ingenuidad. La puerta de la Unión no se abre por deseo, por simpatÃa ni por necesidad moral. Se abre por poder, estrategia, negociación y decisión del Congreso.
Desde esa comparación, el libro lleva al lector a un tablero mayor: petróleo, diáspora, China, Cuba, Rusia, Irán, seguridad del Caribe, Esequibo, energÃa, narcotráfico, inteligencia artificial, educación, fondo soberano, capital ciudadano y el futuro del poder estadounidense en el hemisferio.
Pero debajo de toda esa geopolÃtica hay una frase moral que sostiene el libro entero:
Se defiende a la gente, no al mapa.
Estado 51 está escrito para venezolanos dentro y fuera del paÃs, para lectores interesados en polÃtica internacional, para quienes aman a Venezuela pero ya no aceptan que la palabra patria se use para proteger estructuras que pulverizaron a los venezolanos.
No es un libro neutral. Es un libro riguroso. No busca complacer. Busca obligar a pensar.
Porque tal vez la pregunta decisiva ya no sea si Venezuela puede seguir llamándose soberana en el papel.
Tal vez la pregunta sea qué sistema puede proteger, de verdad, a los venezolanos.
