In June 1783, a band of unpaid Continental soldiers marched from Lancaster, Pennsylvania, to Philadelphia, surrounded Independence Hall, and held the Confederation Congress at bayonet point. The government of the United States - incapable of paying its army, powerless to defend itself, dependent on a state government that refused to act - fled under cover of darkness and did not return for seventeen years.
Soldiers Without Pay tells the full story of the Pennsylvania Mutiny and its extraordinary constitutional aftermath. Drawing on congressional records, private correspondence, and eyewitness notebooks including James Madison's own, this book traces how a desperate wage dispute became the founding era's most consequential institutional crisis. It follows Congress into its humiliating exile through Princeton, Annapolis, Trenton, and New York; tracks Alexander Hamilton's management of the confrontation and his transformation of its lessons into constitutional reform; and shows how Madison's memory of that June morning shaped the District Clause that gave the republic its permanent capital.
From Independence Hall to the banks of the Potomac, Soldiers Without Pay argues that Washington, D.C., is the Pennsylvania Mutiny's ultimate institutional consequence - that soldiers who mutinied against a government that had failed them inadvertently bequeathed it a stronger constitution, and that the crisis of 1783 is the indispensable key to understanding what America's founders actually built.
