He served in the Legislative Assembly of Manitoba from 1910 to 1915, as a member of the Conservative Party. Hughes was born in Liskeard, Ontario, and was educated as common schools at Hamilton Business College. He worked as a farmer and stock dealer, and was director of L.L.T. Stooker Co. Hughes was also a councillor and reeve in the Rural Municipality of Grandview, and served as vice-president of the Agricultural Society. In religion, he was a Methodist.
