Everett Lowe is sent up from the county in December to decide whether her office is worth funding. He is thorough, he is polite, and nobody in Juniper Bend will look at him. He is also the only person who has ever asked her how do you know instead of are you sure.
What he finds is not fraud, and not incompetence. Her accuracy is extraordinary. It is also unprovable, because prevention leaves no record - the better she is at her job, the emptier the file looks, and there is no methodology on earth that fixes it.
