To address our objectives, we analyzed key documents that reflect the federal government's evolving cybersecurity strategy, as well as other pertinent national strategies to determine the extent to which they included GAO's key desirable characteristics of a national strategy. In addition, we reviewed our previous reports and reports by agency inspectors general to identify key challenge areas. We also interviewed representatives from federal agencies with government-wide responsibilities for cybersecurity, including the Executive Office of the President, Office of Management and Budget (OMB), the Departments of Homeland Security (DHS) and Defense (DOD), and the National Institute of Standards and Technology (NIST), to obtain their views on cybersecurity issues as well as updated information about strategic initiatives.
