This paper aims to provide the reader with an understanding of the context of spatial planning in Mauritania. We have analysed how the state incorporates the spatial planning dimension, focusing on its negative aspects such as regional imbalances, the shift towards a sedentary lifestyle, and investment policy. It also describes my personal actions as a spatial planning official in Mauritania, and how I addressed the problems that arose at the time, acting as both a stakeholder and a practitioner, so to speak. Part 5 comprises a chapter of studies and analyses on the future policy for managing Mauritanian territory, through a process of decentralisation or the implementation of a concerted policy: which option should be chosen? Given the level of the stakeholders (elected representatives, the State, the population) and the environmental, economic and security challenges facing the country, should we not mitigate uncertainty through choices negotiated following open debates? The appendix contains proposals and model studies on regional specialisations, by way of example, to ensure the effective implementation of spatial planning in Mauritania.
