The peace shattered. Regina jumps the wall into the Federation. They've laid traps.

A world after climate change caused a collapse and books are banned. For two years tenacious outcast Regina struggled with guilt over failing to protect her younger sister who was taken as a slave. Under a tough teacher, Regina trains hard, salvages illegal books from the depths, and commits them to memory. Another storm bears down. It's time for Regina to cross the barrier wall into the Federation to hunt for her sister.

As an illegal immigrant, she engages in a battle of wits with her arch enemy, Chief Inspector Joanne Demarco, who still seeks Regina's unique DNA to boost the inspector's power base. This time Demarco has a ruthless rival who aims to use Regina to overthrow the inspector. They both descend on Regina who would rather die than help the people who kidnapped her sister.
