In the year 2025 big cities in America are being terrorized by well organized gangs as the food and supply shortages increase to disastrous near famine levels. The U.S. economy is in decline and violent crime is the order of the day. Citizens begin to flee the large metro areas for small town life in search of peace and tranquility. As the economic situation deteriorates the criminal gangs advance on the easy targets of rural America, to plunder and destroy everything in their path. Jefferson City is such a target and Sheriff G W Mekinen has had enough. The hardheaded, constitution by the book sheriff develops a plan to combat an ever increasing crime wave by enlisting the help of prominent city residents. However, all is not as it seems, the gangs are too well armed and evolve into what at first appears to be a criminal army. What the citizens of Jefferson must do to defend themselves quickly becomes a topic of debate as moral values clash with the need to survive. What Mekinen and others find after a criminal terrorist raid shakes them to the core; they must rise to the occasion or perish but those behind the attacks have a different agenda.
