Soon the outages spread, the river glows with phantom lights, and the dark itself begins to answer back. It learns voices. It mimics breath. It wants the city to listen-and obey.

With a fire lieutenant, a guilt-ridden lineworker, and her grandmother's river lore, Alma fights to keep order as the blackouts turn into a ritual. But the utility company's secret ledger, the Load Shed, suggests these patterns aren't accidents. They're offerings. And the thing beneath the city has been fed before.
