It has been seven years since the events of Shadow Precinct. The peace is broken when Police Chief Archibald calls for Everett's assistance. A botched robbery unveils a new drug that has been infiltrating the streets of the Metro. The drug, some form of blue powder, gives the user superhuman physical abilities. If more people get a hold of it, it could prove disastrous. Everett agrees to look help Archibald and again partners with Shef, now the head of technological development for all zealots, to find the source of the drug. And it's true power.
