This study aimed to analyse the contribution of the public fund, which was expressed comparatively in the programmatic budget or its execution in Rio Grande do Norte (RN), based on the allocation in terms of capital or social expenditure, institutionally framing the investigation in the Multi-Year Plan (PPA), Budget Guidelines Law (LDO) and Annual Budget Law (LOA), from 2004 to 2015. The hypothesis was that the Potiguar budget showed differences between programming and execution, more precisely in the greater allocation in terms of capital compared to social spending, especially with regard to social consumption. The research used dialectics as a method of analysis, making use of a literature review linked to political science and economic theory, as well as descriptive statistics to measure the items observed. Finally, there was a conceptual understanding in which social policy was expressed mainly as consumption and social spending.
