Faced with an unfavorable national and international economic environment (budget deficit, low economic growth, deteriorating terms of trade, rising and unsustainable debt, etc.) and an enormous need for basic infrastructure, low-income countries-particularly Benin-rely on public debt as one of their main economic policy tools. Thus, in the early 1970s, many countries benefited from bilateral and multilateral loans. Economic theory suggests that public debt enables new investments to be made in order to ensure steady and stable economic growth. The proceeds from these loans should be used to finance efficient investments capable of ensuring debt repayment. However, it is clear that many developed and developing countries, including Benin, have reached a level of public debt that is unsustainable for their economies. The burden of Benin's public debt acts as a brake on its growth and development.
