The book posits that social protection and the social and solidarity economy (SSE) should no longer be managed separately. We must protect in order to produce to prevent social safety nets from becoming mere welfare hammocks. Based on a survey conducted in four departments in 2025, the book highlights three major obstacles that paralyze the SSE: the lack of legal status, financial exclusion, and a shortage of management skills. The model proposes a symbiotic approach based on a three-pronged strategy (Protect, Integrate, Empower) and a coordinated institutional framework (notably the Single Social Registry, the SSE Framework Law, the National Solidarity Fund, and an integration pathway that transforms cash transfers into seed capital).
