Morning Session, Tuesday, Novemrer 16. 1910. The convention was called to order at 10 o'clock A. M., at the Shoreham Hotel, by the President. W. J. Kerr, of Oregon. Prayer was offered by President W. H. S. Demarest of New Jersey. After the call of the roll of the delegates, the report of the executive committee was presented by the chairman, President W. t). Thompson, of Ohio, as follows: Report Of The Executive Committee. The executive committee would submit the following report for consideration and action: Ttem 2 The executive committee would report that the annual appropriation as provided for in the Adams act expires by limitation in five (5) years. It will be necessary after this year that the appropriation be renewed. The Comptroller has ruled that the law remains but that the appropriation expires by limitation. It will be necessary either (1) to amend the Adams act making this fund permanent to be appropriated from time to time by Congress, or (2) to present it annually as a part of the budget prepared by the Secretary of Agriculture. The committee suggests that the association instruct the committee and refer the subject to the executive committee with power to act. Item 3. Attention is called to the fact that under a ruling of the Post Office Department the privileges of pound rate postage were denied to certain institutions of this association and that there was prospect that the privilege would be denied to others.
