HILBORN: Mr. President, do not the rules and By-Laws require a majority to place the next convention? That will have to iron itself to an actual majority. MR. WEST: I am surprised. I don't know where we are. They tell us in the East we are West. They tell us in the West we are East. We arc a western city; we are not an eastern city. That is why we are being fair. We are entirely in sympathy with the western men. We are centrally located and just as available as any city in the United States. We do not consider ourselves as down Easterners--we are westerners. (Applause) MR. CASH MAN: I have listened to all this argument and I am afraid there are a great many who won't know just what to do. I think this a very good opportunity to iron this thing out smoothly for everyone present. A year ago, if you will recall, we undertook to take the convention across the mountains to California and we had a very good number of votes to go there. It seems to me that if we are going to quarrel about this convention every year, it is a good idea to anticipate one or two years ahead just where the convention is going to go, and as one gentleman expressed it. come to the convention with a gentlemen's agreement as to where we arc going next year. Personally. I feel that the most feasible place to hold the convention this coming year, under the circumstances as they now present themselves, is Cleveland, Ohio. (Applause) It is not in the East and it is not in the West; consequently, it is a very good compromise.
