The team initially analyzed the bilateral relationships in the categories of diplomatic ties, provocations, aid, energy, trade, illicit activity, refugees, and remittances. The relationship strengths were ranked as one of the following: strongly positive, slightly positive, no relationship, slightly negative, strongly negative, and unknown relationship. After evaluating the bilateral relationships, the team used historical examples in conjunction with extensive research to note potential leverage points countries may use to influence North Korea.
