The Council resumed its session at 10:30 o'clock, A.m., and was called to order by the President, who led in reciting the Lord's Prayer. On motion the calling of the roll was omitted. The Minutes of the previous session were read by the Secretary. Mrs. Fyfe of Michigan asked, --in reference to the amendment to the By-Law providing that constitutional amendments should be presented and fully debated at one Council and voted on at the next, --whether the negative vote was taken on the proposition that two-thirds of the Council shall vote in favor of the submission. After some discussion, on motion of Mrs. Cassatt, there being no objection, the action of the previous session was rescinded. The Minutes were then approved. In accordance with the invitation extended on Wednesday, Miss Boardman addressed the Council on the subject of the National Red Cross Society. On motion of Mrs. Pearce of Rhode Island a vote of thanks was extended to Miss Boardman for her address. The President announced as the committee on a Uniform Method of Notification, Miss French of Iowa, Miss Palm of Texas, Miss Sampson of Florida, Mrs. Mason of Illinois, Mrs. Winchester of Indiana, Mrs. Mitchell of Wisconsin and Mrs. Batr6 of Alabama, and stated that if there were any other registrars among the representatives from the Associate Societies, she would like to add their names to this committee. Mrs. Parkman of Massachusetts moved that a committee be appointed to take legal advice as to the constitutionality of the clause in the By-Laws referring to voting for officers, and of the proposed amendment.
