In hoc libro, auctor tractat de iure naturali, quod est fundamentum iuris civili. Particulatim, in hac parte secunda, Achenwall investigat ius familiae, ius publicum et ius gentium. Ius familiae est ius quod pertinet ad familiae relationes, cum includat matrimonium, filiationem, tutelam et curatelam. Ius publicum est ius quod pertinet ad res publicas, cum includat iura civium, iura magistratuum et iura imperii. Ius gentium est ius quod pertinet ad nationes et gentes, cum includat iura belli, iura pacis et iura commercii. Achenwall non solum describit et explicat haec iura, sed etiam investigat origines et evolutionem eorum.
