Israel had attempted to destroy the Kahuta plant as it had successfully destroyed the Iraqi nuclear plant in Osirak. It needed Indian help in undertaking this mission. There were strong ties between the Israeli Mossad and Indian RAW intelligence agencies. An Indo-Israeli joint plan was initiated.
