Italo Balbo è uno di quegli uomini che la Storia non riesce a mettere in una scatola. Ci prova, naturalmente: gli appiccica un'etichetta, poi un'altra, poi una terza. Ma ogni definizione, nel suo caso, resta sempre un po' corta. Squadrista, sì. Gerarca fascista, certamente. Ma anche qualcosa di più e, per certi aspetti, qualcosa di diverso. Fu uno dei protagonisti della rivoluzione fascista e, nello stesso tempo, una delle figure meno riconducibili alla maschera consueta del gerarca: cupo, servile, irrigidito nell'obbedienza. Balbo non apparteneva a quella specie. La sua vita fu quella di un uomo che preferiva stare davanti alla scena piuttosto che dietro una scrivania. Alpino nella Grande Guerra, ardito, organizzatore dello squadrismo ferrarese, poi aviatore, ministro e infine governatore della Libia. Amava comandare, ma non da lontano. Amava guidare e, possibilmente, rischiare in prima persona. In questo, più che un burocrate del regime, sembrò spesso un uomo d'avventura precipitato nella politica.
La sua parabola pubblica si svolge nell'arco di poco più di vent'anni e coincide quasi perfettamente con la storia dell'Italia fascista. Comincia nel 1917, quando Balbo entra davvero nella Grande Guerra, e si chiude il 28 giugno 1940 nei cieli di Tobruk, quando il suo Savoia-Marchetti S.79 viene abbattuto dal fuoco italiano. Una fine che sembra uscita da una tragedia classica: un uomo del regime che muore per errore sotto il fuoco del proprio esercito. In mezzo, c'è tutto il resto. Il dopoguerra inquieto, lo squadrismo, la marcia su Roma, la costruzione del potere fascista. Poi l'avventura dell'aeronautica italiana, che Balbo contribuì a creare e a trasformare in uno strumento moderno e spettacolare. Le grandi crociere atlantiche, che portarono gli aerei italiani fino a Chicago e fecero del suo nome una celebrità internazionale. Infine la Libia, dove governò con mano energica e con l'ambizione di trasformare la colonia in una vetrina dell'Italia fascista.
Ma la sua figura non si lascia ridurre alla carriera. Balbo fu anche uno dei pochissimi gerarchi capaci di dissentire apertamente da alcune scelte fondamentali del regime. Si oppose alle leggi razziali. Guardò con diffidenza crescente all'alleanza con la Germania di Hitler. Considerò l'Italia impreparata alla guerra europea e non nascose i suoi dubbi sulla strada imboccata da Mussolini. Non per questo fu un antifascista. Restò sempre, fino alla fine, un uomo del fascismo. Ma fu un fascista irregolare, uno di quelli che costringono gli storici a usare più cautela nelle definizioni. Renzo De Felice ha ricordato che il fascismo non fu una realtà monolitica, ma un insieme di correnti, di sensibilità , di esperienze diverse. In questo mosaico Balbo rappresenta una tessera particolare: un fascismo impetuoso, giovanile, vitalista, pieno di energia e di contraddizioni. Nazionalista fino al midollo, ma non privo di aperture inattese. Profondamente interno al regime, ma incapace di ridursi al suo volto più burocratico e plumbeo.
Anche il carattere contribuì a farne una figura fuori misura. In Balbo c'era qualcosa del guascone e del moschettiere, del comandante che trascina più con l'entusiasmo che con il regolamento. Era intelligente, impulsivo, dotato di un istinto organizzativo formidabile. E possedeva una qualità rara nella politica italiana del tempo: una certa naturalezza. Per questo molti osservatori stranieri lo guardavano con curiosità e perfino con simpatia. E forse anche per questo, a un certo punto, Mussolini cominciò a trovarlo ingombrante. Raccontare Balbo significa dunque raccontare un'intera stagione della storia italiana. Dalle trincee della Grande Guerra alle squadre del primo fascismo, dai cieli dell'Atlantico alle sabbie della Libia, fino alla tragedia finale di Tobruk. Significa soprattutto accettare che la Storia, qualche volta, non procede per figure semplici. Balbo non è un santino e non è nemmeno una requisitoria:
