Nato nel 1943 a Voghera, vicino a Pavia, Codevilla emigrò ancora bambino negli Stati Uniti e divenne cittadino statunitense nel 1962. Egli fu autore e docente in senso ampio, mai concentrato su un tema esclusivo tranne che per quel basso continuo che è la polemica vivace contro lo status quo (ante, verrebbe da aggiungere) e che si riassume nel suo contrasto ad una certa élite percepita come una specie di paretiana classe dominante.
Ancora oggi, Codevilla è etichettato (erroneamente) negli Stati Uniti come un trumpiano ante litteram e magari noto al grande pubblico solo come l'autore di Ruling Class, un lungo articolo giornalistico poi passato in volumetto, che anticipò molti di quegli argomenti anti-politici che avrebbero poi dominato il discorso pubblico su scala globale.
Laureatosi alla Rutgers University e perfezionato alla University of Notre Dame, Codevilla ottenne poi il Ph.D. in Security Studies, U.S. Foreign Policy and Political Theory alla Claremont Graduate University. Fu successivamente assistente alla Grove City College e al North Dakota State College. Servì nell'allora Riserva Navale degli Stati Uniti e come ufficiale dei servizi esteri; fu membro del team di transizione del Presidente eletto Reagan all'interno del Dipartimento di Stato, nella quale posizione si occupò dell'Europa occidentale e di temi riguardanti la comunità dell'intelligence statunitense. Lavorò come membro del Comitato ristretto per l'intelligence del Senato degli Stati Uniti e tenne corsi presso la Georgetown University e in veste di Senior Research Fellow per l'Hoover Institute presso la Stanford University, oltreché al Claremont Institute. Dal 1995 insegnò alla Boston University, fino a esservi nominato professore emerito, per poi andare pensione nel 2008. Per inciso, Codevilla fu anche uno dei pochi funzionari dell'Intelligence Community americana, forse l'unico, a spiegare alcune connessioni della pista bulgara all'epoca del tentato omicidio di Papa Giovanni Paolo II. Articoli di Codevilla sono apparsi su Commentary, Foreign Affairs, National Review e The New Republic. Suoi editoriali sono stati pubblicati su The New York Times, The Wall Street Journal, The American Spectator e The Washington Post, mentre alcuni suoi saggi sono stati pubblicati da Political Science Reviewer, Intercollegiate Review e Politica. I libri e gli articoli di Codevilla spaziano dalla politica europea ai pensieri filosofici di Machiavelli e Montesquieu; dal controllo degli armamenti alla guerra ed alla tecnologia delle difese contro i missili balistici.
