Excerpt: ... e obeyed what was faid by the Emperor, and both followed Peace and Concord with one another, and alfo the found Faith, &c. What now was become of the infallible Direftor of Councils, or his Delegates all this while? Were the Legates a-fleep all the Time? Had the Pope, at that Time of Day, been taken for the infallible Direftor of Chrift's Church? His Reprefentatives in this Council would certainly have acted the Part of the Emperor. Such was the Influence of Conftantinc in this great Synod; but ftill I aflert not that he prefided in Form, nor is that a Point of fo great Confequence. But fiich a moderating Power, as the Emperor here exercis'd, would, without Difpute, have fhown itfelf in the Roman Legates, had their Mafter in thofe Days been look'd upon as the infallible Guide of all Chriftians. But now, quite contrary to this Suppofition, that thefe People had here any confiderable Sway, doth by no Evidence appear. Sure none but a Biggot, but a Papift, would go about to reconcile with this Hiftory, what Bellarmin reprefents as the unanimous Doftrine of the Church of Rome; that it is the chief Pontiff's Office by himfelf, or his Legates, to prefide iu general Councils, and as a chief Judge to moderate all.
