DHS's initial enterprise architecture can be aligned semantically with the FEA,5 that is, similar terms and/or definitions of terms can be found in the respective architectures. However, alignment in terms of architecture structures and functions is not apparent. Because of this, it is not clear whether the substance and intent of each has the same meaning and would produce similar outcomes if implemented. This is at least in part due to the fact that OMB has yet to clearly define what it expects the relationship to be between agencies' enterprise architectures and the FEA, including what OMB means by the term architectural alignment.
