Governing without the state. Mali-Sahel analyzes the effective forms of politics in an area where the state no longer holds a monopoly on authority. The book shows that Sahelian societies have always been governed by a plurality of actors, norms and powers irreducible to the state framework. Based on empirical surveys and a critical approach, it deconstructs the narrative of the political vacuum or the pure collapse of the state. It highlights sustainable configurations of governance based on negotiation, hybridization and fragmented sovereignty. This book offers a new reading of Mali and the Sahel as contemporary laboratories of political change.
