As the second decade of the 21st century rolled into the third, Germany's relations with China deteriorated as the two states' political and economic interests diverged. The harbinger of this change was a policy paper published in 2019 by the Federation of German Industries that defined China as a 'partner and systemic competitor'. In November 2021, Angela Merkel took a critical view of the legacy of her government's China policy, saying: 'Maybe initially we were rather too naive in our approach'. Since that time, Germany has described China as a 'partner, competitor and systemic rival'.
