What happens when the state learns to hurt people in ways the law cannot see?
Government Evil examines one of the darkest practices of modern democratic government: the use of surveillance, psychological manipulation, intimidation, and deniable coercion against the very people the state is supposed to protect.
Beginning with the problem of psychological torture, Michael Filimowicz traces a disturbing history from Cold War research and CIA interrogation doctrine to contemporary surveillance systems, policing, intelligence operations, coercive control, and emerging forms of technologically mediated psychological force. The central problem is not simply brutality. It is deniability: methods designed to produce fear, helplessness, self-censorship, and behavioral control while leaving behind no bruise, no arrest, no identifiable perpetrator-and sometimes no legally recognizable event at all.
Drawing on law, philosophy, psychology, political theory, intelligence history, human-rights scholarship, and declassified government documents, Filimowicz develops the concept of eventless coercion: psychological violence constructed from individually ordinary or ambiguous incidents whose destructive meaning emerges only as a pattern. He asks where manipulation becomes coercion, whether threats themselves constitute violence, what mental integrity and cognitive sovereignty should mean in law, and why legal systems built to recognize discrete acts can become almost blind to harms engineered precisely to evade those categories.
The inquiry then widens to a larger and older question: What does it mean to call something evil today?
Moving beyond supernatural notions of Evil, the book examines how contemporary philosophy, psychology, law, political thought, and cultural theory have reconstructed evil as a secular category for understanding extreme wrongdoing. Its argument ultimately points to a new danger: systems capable of producing domination without a single dominating individual, cruelty without hatred, and devastating consequences without anyone accepting responsibility.
As artificial intelligence, predictive analytics, ubiquitous surveillance, behavioral modeling, and automated decision-making expand institutions' reach, the new police state comes into view. The characteristic evil of the twenty-first century may not resemble the monsters of the twentieth.
It may be computational, distributed, automated, invisible-and perfectly bureaucratic.
Government Evil is an investigation of what happens when power learns not merely how to harm, but how to make the harm disappear from legal view.
