Der Gro machtstatus der Donaumonarchie stand nach der Niederlage bei Königgrätz mehr denn je in Frage. Das Habsburgerreich musste sich au enpolitisch neu orientieren. Das Bestreben, die Nachbarn in Südosteuropa in die eigene Einflusssphäre zu ziehen, führte zur Rivalität mit Russland. Der Ballhausplatz versuchte, mit Bündnissen und freundschaftlicher Kooperation diesen Antagonismus einzudämmen und für den Ernstfall über Alliierte zu verfügen. Die kaiserlich und königliche Au enpolitik sah sich tatsächlich auch in den Jahrzehnten nach 1866 wiederholt mit ernsten Krisen konfrontiert. Etwa seit der Jahrhundertwende verschlechterte sich die Situation für Österreich-Ungarn kontinuierlich. Die Doppelmonarchie fürchtete sowohl um ihre internationale Position als auch um ihre weitere Existenz als Vielvölkerstaat.
