Ausdruck und Bedeutung eines öffentlichen Bauwerkes sind nicht nur Ergebnis eines stadtplanerischen und architektonischen Entwurfs, sondern werden determiniert durch den ihnen zugrundeliegenden Planungs- und Entscheidungsproze . Das realisierte Gebäude repräsentiert somit das politische Selbstverständnis einer Kommune.
Die Analyse des Dortmunder Rathauses als Beispielfall fokussiert den Proze und die Schnittstellen der politischen und planerischen Entscheidungsfindung. Als Hintergründe der Entscheidung werden die relevanten Aspekte der Stadtgeschichte, die Standortfindung und der gesamte stadtplanerische Kontext herangezogen.
Die Autorin verdeutlicht, welche Möglichkeiten bestanden, dem Anspruch nach einem adäquaten Ausdruck für Demokratie gerecht zu werden, und wie diese genutzt wurden. Die kunsthistorische Betrachtungsweise wird in dieser Arbeit methodisch um soziologische und stadtplanerische Frage- und Analysetechniken erweitert.
