This study examines the rationale behind the comprehensive municipalization process in Burkina Faso; it aims to evaluate the territorial organization that previously prevailed. Indeed, the resulting expenditure by the central government that this new territorial structure will entail cannot be overlooked in such a poor country. The subnational environment of local governments itself cannot, therefore, be ignored in this context; on the contrary, understanding it must form the foundation of any reform. Any decision aimed at modifying the scope and/or structure of this environment should first and foremost address important questions such as: Do municipalities influence one another in the conduct of their fiscal policies? To what extent? It is therefore important to describe the diversity of Burkina Faso's municipal landscape and also to measure the extent to which one municipality influences its neighboring municipalities. Is there no endogenous solution for financing decentralization? This is the question this essay seeks to address.
