La mondialisation, l'élargissement de l'U.E. à 25, les risques de conflits internationaux, l'extension du libéralisme à l'ensemble des activités, modifient les conditions du développement de l'État-nation qui perd de sa substance au profit de logiques économiques et politiques supranationales.
De nouvelles questions de société (réduction du temps de travail, retraites, éducation nationale, santé) sont posées mais non résolues car elles peuvent difficilement trouver une solution dans un cadre strictement national.
Il en découle un changement d'échelle des problèmes territoriaux: ils deviennent infra-régionaux et renvoient à l'Etat et non à l'Europe. D'où la nécessité de la décentralisation comme une façon de reporter à l'échelle locale la gestion des problèmes de société.
La vision territoriale nationale se mue en une gestion localisée des effets de l'euro-mondialisation.
