Après le cadre théorique posé dans le volume I, ce second tome descend sur le terrain. Il prend la MONUSCO comme cas d'étude et suit, année par année, l'une des plus longues et des plus coûteuses opérations de maintien de la paix de l'histoire des Nations unies - de l'ONUC de 1960 à la MONUC, puis à la MONUSCO et à son retrait engagé en 2024.
Le livre commence par une question de définition: qu'est-ce qu'un État fragile ? Il confronte les critères du Crisis States Research Centre, ceux de l'Agence française de développement et la notion de fragilité régalienne, puis les applique au cas congolais: effondrement de la cohésion sociale, institutionnalisation de la mauvaise gouvernance, crise de la justice et du secteur de sécurité.
Il aborde ensuite ce que l'on tait souvent. Le sentiment anti-MONUSCO: d'où vient-il, ce qui l'alimente, ce que la mission n'a pas su expliquer de son mandat. La confusion entretenue entre une mission d'appui et un substitut à l'État. Le souverainisme congolais, invoqué tantôt pour reprendre la main, tantôt pour se décharger d'une responsabilité. L'auteur montre comment la souveraineté peut devenir un argument de légitimation de la malgouvernance.

L'auteur a dirigé quatre bureaux régionaux d'appui à la justice de la MONUSCO - Ituri, Sud-Kivu, Maniema, Nord-Kivu - au contact direct de juridictions civiles et militaires en zone de conflit actif. Ce volume tire de cette position une matière rarement disponible dans la littérature académique, et n'esquive ni les échecs de la mission ni les responsabilités nationales.
