La question dérange. Elle peut même sembler provocatrice. Pourtant, elle en cache une autre, beaucoup plus profonde: suffit-il d'organiser des élections pour qu'une démocratie fonctionne ?
Haïti a connu des élections, des changements de gouvernement, des constitutions et de longues périodes de lutte pour la liberté politique. Mais lorsque l'État est faible, que la justice peine à s'imposer, que l'insécurité gagne du terrain, que la pauvreté influence les choix politiques et que les institutions résistent difficilement aux hommes qui les dirigent, que reste-t-il réellement de la démocratie ?
Dans cet ouvrage, Franklinsong Mondesir remonte aux origines de la démocratie et examine les conditions qui permettent à ce système de fonctionner durablement. Il confronte ensuite ces principes à l'histoire et à la réalité haïtiennes, tout en étudiant l'expérience de plusieurs pays ayant suivi des trajectoires politiques différentes.
Le livre pose alors une question plus difficile encore: faut-il d'abord reconstruire certaines fondations de l'État pour permettre, ensuite, à une démocratie véritablement durable de s'enraciner ?
L'auteur développe à cette fin une proposition politique transitoire qu'il nomme le civifondisme: un modèle reposant sur une forte capacité d'action de l'État, mais limitée par une Charte supérieure, avec une mission précise - reconstruire les institutions, renforcer l'autonomie du citoyen et créer les conditions de sa propre disparition au profit d'une démocratie durable.
Ce livre n'est ni un rejet de la démocratie ni un procès contre le peuple haïtien. C'est une réflexion sur les conditions qui permettent à la liberté politique de survivre aux crises, aux mauvais dirigeants et même aux erreurs des électeurs.
Car la véritable question n'est peut-être pas seulement de savoir qui doit gouverner Haïti, mais quel pays et quelles institutions voulons-nous construire pour que personne n'ait un jour besoin de le sauver.
