De plus en plus d'acteurs politiques voient dans la participation et la délibération citoyenne une solution au malaise dont souffrent les démocraties représentatives contemporaines. Cette tendance est marquée par la mise en place de dispositifs rassemblant des citoyens tirés au sort dans l'ensemble de la population. Les participants rencontrent des experts, échangent entre eux et formulent des recommandations qui sont transmises aux décideurs. Nous pouvons par exemple penser à l'Assemblée citoyenne irlandaise sur l'avortement ou la convention citoyenne pour le climat qui a suivi le mouvement des gilets jaunes en France. L'usage du sort dans la sélection des participants est justifié par la volonté d'incarner un idéal de participation égalitaire et le désir d'augmenter la diversité des points de vue échangés dans la délibération. Cependant, la majorité des personnes recrutées déclinent aujourd'hui l'invitation à participer à ces dispositifs.
Cet ouvrage tente de comprendre pourquoi peu de citoyens sont attirés par ces innovations démocratiques censées revivifier les régimes politiques contemporains. Il est basé sur une recherche de terrain dont la principale originalité consiste à interroger des personnes tirées au sort qui ont refusé de prendre part à des dispositifs délibératifs. L'ouvrage questionne dès lors les idéaux, mais également les limites, du développement d'une démocratie inclusive.
