A leaking trough, an inaccessible water point, an overheated school and a railway that works perfectly on either side of a border begin to reveal the same problem: modern societies are remarkably good at funding emergencies-and much less good at sustaining the ordinary human work that prevents them.
Over the next twenty-four years, the three women help build another way: one that connects livelihood, ecological limits, local knowledge, public finance, maintenance and succession.
Then, in 2050, the fires return.
The institutions they created are still standing. The dashboards are green. The contracts have been completed.
And something essential has disappeared.
