On 19 February 2013, in DABANGA in the Far North region of Cameroon, near the Nigerian border, the French national Tanguy Moulin-Fournier and his family, including three children, were abducted by kidnappers who had crossed the border from Nigeria against a backdrop of growing regional insecurity, particularly marked by the rise of cross-border armed groups. Immediately informed of the situation, President Biya ordered urgent measures to locate the hostages. Crisis units were set up in both Yaoundé and Paris. On 19 April, two months later, the hostages were released unharmed and handed over to the Cameroonian authorities. The author of this book attempts to use this case to construct a Cameroonian theory of negotiation, in order to understand the system put in place by the Cameroonian state to ensure the success of this operation. To this end, he draws upon and combines the concepts of non-alignment and internal regional balance to develop a Cameroonian theory of dynamic equilibria in crisis negotiations. A book that is both theoretical and practical for all those interested in security issues in Africa.
