I am happy to support this book which incorporates nearly three decades of Dr. Ciobanu's teaching experience in different countries, different times, and different economic and political environments. The author's experience in diplomacy and international affairs (Dr. Ciobanu is the former ambassador of Moldova to the USA and Canada), in working with different governments (he was one of the young consultants for Mikhail Gorbachev, the last president of the Soviet Union; member of the first independent Moldova's Government, Minister of Privatization and Deputy Minister of Foreign Affairs), makes this book even more interesting and appealing.

Ceslav Ciobanu earned his Ph.D. at Moscow M. Lomonosov University, Russia. Dr. Ciobanu is a professor of economics in the College of Engineering and Technology and coordinator of economics programs in the Department of Mathematics and Economics at Virginia State University. He has written over 100 articles and is the author of the book Frozen and Forgotten Conflicts in the Post-Soviet States: The Genesis, Political Economy, and Prospects for Solutions. He has presented on democratic and economic reforms at the Virginia Social Science Association and George Washington University, as well as at the Oxford Round Table and the Paris International Colloquium on the Velvet Revolutions of 1989.
