Providing people with disability with better opportunities to participate in employment is a key policy objective across OECD countries. This report examines how disability assessment in Croatia could be reformed to move towards measuring people's actual disability experience in line with the UN Convention on the Rights of Persons with Disabilities. It reviews attempts in selected countries to introduce a functioning-based disability assessment and discusses the World Health Organisation Disability Assessment Schedule (WHODAS) as a well-established tool to measure people's disability experience. The report also recognises that disability assessment reform in and of itself is insufficient to improve the labour market inclusion of people with disability and suggests measures to strengthen early intervention for sick workers and sick unemployed people to ensure timely support and improve the chances of sustainable labour market reintegration.
