For centuries, political science has asked a deceptively simple question: what is the state?
The answers have been remarkably consistent: the state is an institution, or rather, a system of institutions-a complex apparatus of laws, bureaucracies, military and police forces, all organized hierarchically toward the goal of governing a territory and its population.

This definition seems obvious. When we think of the state, we think of buildings: parliaments, ministries, courts.
We think of documents: constitutions, laws, decrees. We think of people: presidents, judges, civil servants. We think of forces: police and armies. We think, in short of institutions.
But this thinking misses something fundamental. Institutions are the after-effect of state power, not its source.
A constitution is not powerful because it is a well-written document. A parliament is not authoritative because it is architecturally impressive. A law is not binding because it is properly formatted.
Consider a thought experiment: Imagine a perfect copy of the US Constitution. Every word is identical.
It is printed on high-quality paper, bound in leather, placed on a pedestal in a room. Now, imagine that the US government has dissolved-all officials have abandoned their posts, all institutions are shuttered, all military and police forces have disbanded.
Is the copied constitution powerful? Does it govern? Can it compel obedience?
Obviously not. The constitution is powerless without the practices that give it force: citizens believing it is legitimate, bureaucrats enforcing it, courts interpreting it, police willing to use violence in its name.
Institutions are crystallized practices. They appear solid, permanent, self-evident. But they are actually quite fragile.
Remove the practices that sustain them, and institutions become merely physical objects.
Political science, fixated on institutions, has thus been studying the wrong thing. It has been studying the skeleton, not the body; the corpse, not the life.
Anthropology asks a different question: how do people live the state?
This is not the same as asking what the state is. Living the state is not the same as understanding its formal structure.
A citizen may obey the law without understanding the constitutional logic that justifies it.
A bureaucrat may enforce a regulation without believing it is just. A police officer may use force in the state's name without believing the state is legitimate.
Anthropologically, we are interested in the multiple, contradictory, and often unconscious ways that ordinary people produce the state through their everyday actions.
We are interested in moments when the state's grip slips-when people refuse, evade, negotiate, or reimagine it.
We are interested in the state not as a unified entity, but as an effect produced and reproduced through social practice.
This leads to a startling realization: the state is not a thing. It is a process. It is something that happens.
But this entity does not exist independently. It exists only insofar as it is continuously performed.
The state is less a structure than a process: a daily performance sustained by collective imagination, fear, documents, and evasion.
This means:

- The state exists insofar as it is believed in. When belief evaporates, the state collapses (USSR, 1991).
- The state exists insofar as it can compel obedience. When coercion becomes impossible to sustain, the state weakens.
- The state exists insofar as it can administer people. When bureaucratic systems break down, the state loses its grip.
- The state exists insofar as people navigate around it. When evasion becomes total, the state is revealed as empty.
